Directions for RN Trainers: The Ohio Department of Developmental Disabilities has temporarily approved until August 1, 2020, that initial medication administration training can be conducted remotely for a limited portion of the 14 hours of the required classroom instruction. The classes will need to be blended learning, including both the audio-visual distance learning portion and an in-person portion.
The following parameters must be met for the inclusion of any distance learning to meet the rule requirements for 14 hours of classroom training for the initial medication administration program for health-related activities and medication administration training (Category 1 Certification). The total hours will in no case be less than 14 hours and will be extended as needed to accommodate the principles of adult learning implications of audio-visual based distance learning (OAC 5123:2-6-06).
- The audio-visual technology used for the distance learning portion of the training cannot be used on hand-held cellphones or be a one-way webinar presentation. The distance learning component must use an interactive platform that allows for two-way audio and visual interaction with capacity and execution such that
- the RN Trainer can and will clearly see each student’s face, hands and upper body from the desktop and above, at all times during the remote classroom presentation.
- the students can observe the presentation on a screen and platform large enough that allows them to see the RN Trainer and all materials and demonstrations clearly. Cellphones are not appropriate for the student or the trainer to use as a presentation screen.
- the students will be able to see and hear one another during the remote classroom presentation.
- the format and execution of the class will include interactive engagement with all the students, not just lecture of didactic material.
- students with technical difficulties will not be considered in attendance during their electronic absence (or if unable to fully meet the guidelines in this section).
- and no part of the test or test questions may be displayed during the remote classroom presentation.
- There will be enough in-person classroom time included in the training program to specifically
- complete skills demonstrations, including accurate transcription,
- complete the student evaluation of the trainer after the remote and in-person training has been completed,
- and complete the required written test.
- The RN Trainer will develop a unique syllabus for the blended learning courses that includes all the details of a typical classroom session plus the details about the technology to be used, how it will be validated, and
- activities specifically designed to accomplish student engagement during the audio-visual component,
- the method(s) for verifying student comprehension of essential concepts and skills during the audio-visual presentation,
- specification that final skills demonstrations, including transcription, will be completed during the in-person hours of the class,
- how training manuals and demonstration materials will be provided to the students during the audio-visual classroom presentation(s),
- the number of hours and what material will be covered during the distance learning plus the number of hours and what will be covered during the in-person portion,
- and class size limitations necessitated by using the designated interactive audio-visual technology.
(B) Training programs for developmental disabilities personnel
(1) Health-related activities and prescribed medication administration training program
(a) A health-related activities and prescribed medication administration training program provided pursuant to this rule, to prepare developmental disabilities personnel to perform health-related activities, administer oral prescribed medication, administer topical prescribed medication, administer topical over-the-counter musculoskeletal medication, and administer oxygen and metered dose inhaled medication, shall be at a minimum a fourteen-hour course; one hour equals sixty minutes of classroom instruction. Relevant agency-specific and/or facility-specific material may be added to the department-approved curriculum described 5123:2-6-06 2 in paragraph (B)(1)(b) of this rule only with additional corresponding classroom instruction time beyond the fourteen-hour course.
