DODD Budget Webpage

The Ohio Department of Developmental Disabilities (DODD) is actively supporting Governor Mike DeWine’s Fiscal Year 2024/2025 budget proposal. House Bill (HB) 33 is working through the legislative process. This page shares resources and updates about the budget that impacts Ohio’s DD community. 

Current Status 

HB 33 is currently being considered in the House Finance Committee and House Finance Subcommittees. DODD’s portion of the budget is hearing testimony in the House Finance Committee and the House Finance Subcommittee on Health and Human Services (HHS). 

Director Hauck testified in the House Finance HHS Subcommittee on March 14, 2023. Her written testimony is posted online

Members of the public can view the committee hearings online at the Ohio Channel website.

By signing up for committee email notices, you will get up-to-date information on committee hearings and dates for public testimony. Notices for the Finance HHS Subcommittee include the following information about testimony. 

  • All witness testimony should be submitted to the Chairwoman’s Office 24 hours prior to the subcommittee meeting. 
  • Please limit testimony to five (5) minutes. While testimony is not required to be submitted in a specific written format, the Chairwoman’s Office requests that testimony be submitted in PDF format as an attachment.

Next Steps

After the House Finance Subcommittees conclude their work, the full House Finance Committee will make a series of changes. 

After the bill is reported out of committee, all 99 members of the Ohio House of Representatives will vote on the bill.

After House passage, the bill will go to the Ohio Senate. The Ohio Senate will then have a similar process as the Ohio House – hearing department and public testimony, amending the bill, and voting on the bill. 

Following Senate passage, the bill will go to a Conference Committee to sort out differences between the House and Senate versions of the bill. The House and Senate will vote on a final bill that will then go to Governor DeWine for his signature.
