Medicaid Waiver Amendments Approved

Dec. 11, 2017, the Centers for Medicare and Medicaid Services approved the addition of waiver nursing delegation and participant-directed homemaker/personal care to the department’s waivers.


Waiver nursing delegation pays for nurses to train direct service providers to perform certain tasks previously only performed by a nurse. This change supports people with medical needs who would prefer to receive care from trusted staff at home and during the day. Waiver nursing delegation is available as part of each of the department’s waivers.


A new option for homemaker/personal care services includes participant-direction. Participant-directed services offer a way for someone enrolled in a waiver to hire, train, and supervise direct care providers. The participant-directed homemaker/personal care service replaces the Community Inclusion service previously included in the Self-Empowered Life Funding Waiver, also called SELF Waiver.


The Community Inclusion – Transportation service will be replaced by a different transportation service that has an set maximum reimbursement rate.   


Also, an increased daily billing unit raises the maximum reimbursement from $403.98 to $508.30 to accommodate recent rate increases and rate add-ons and decrease the number of daily rate application exemption requests that are required.
